Veteran's Memorial Park, Monterey, Ca.

To get to the park from downtown Monterey, go west (uphill) on Jefferson St. from Pacific Street until you wind around at the top of the hill into the park.  Keep driving thru the park until you see the picnic area on the left with it's own large parking area. (the red dot on map)
